Passengers shall be considered handicapped (disabled), when their physical or mental condition requires special services during carriage.
No certificate of health or attendance is required for the passengers who need special assistance only at the airport and/or for boarding/disembarking. Such passengers include:
- blind and deaf passengers
- aged passengers
- pregnant women with the satisfactory state of health (not later than 4 weeks before the expected childbirth)
- children with visible infantile infectious diseases (measles, chicken-pox, etc.)
Passengers who need special assistance in the aircraft cabin shall have a special certificate of health. They include:
- passengers whose behaviour, mental or physical state require special assistance or who might pose a threat to themselves, other passengers, their property, the aircraft or the crew
- passengers on stretchers
- passengers with infectious diseases transmittable to other passengers on board (except for usual child diseases)
- passengers requiring medical attention, an extra oxygen bag or medical equipment on board
- newborn infants under 7 days of age
- passengers with arms and/or legs in cast or splint. Such passengers shall always be accompanied (by attendants at least 18 year old).
Passengers of this category must by accompanied.
A certificate of health shall be valid only for the flight and date indicated in the certificate. A certificate of health shall be valid only under normal (usual) circumstances. In case of a serious deterioration in the state of health during the validity period of the certificate for a certain flight, a new certificate is required.
Carrier’s right
The carrier may refuse a carriage or its continuation to a person, whose carriage may present a threat to the safety of other passengers or their property, aircraft or crew because of his/her state of health (on the basis of the established facts of medical examination, etc.).
The carrier may refuse a carriage (both initial and subsequent), cancel a reservation or take passengers of the following types off the board on the health grounds:
- passengers incapable of taking care of themselves without somebody else’s help, unless they have an accompanying person;
- passengers that may become a source of an infection or inconvenience for other passengers;
- passengers whose carriage, even if special precautions are taken, may serve as a cause of hazard to themselves or to other persons or property;
- passengers who cannot use the standard seat either in the sitting position or in the reclining position (e.g., a passenger on a stretcher) in the cabin of the paid service class;
- passengers who have tickets without confirmed reservation and without the required special services for the entire route of the carriage.
The boarding of sick (disabled) passengers and their attendants shall take place before the boarding of other passengers. Upon arrival, incapacitated passengers and their attendants shall be the last to disembark. Passengers who have handed over their own wheelchairs for carriage may choose between using a wheelchair belonging to the airport or waiting until they receive their own wheelchair.
Passengers on stretchers
If there are requests for the carriage of sick persons on stretchers, only the number of stretchers planned for the carriage shall be stated, not the number of required seats.
When a passenger is carried on a stretcher, an attendant is always required, and a seat must be provided to him/her near the place where the stretcher is placed.
Blind and deaf passengers
If a blind passenger is accompanied by a seeing-eye dog, it is allowed to carry it free of charge in the passenger cabin of the plane and without a cage, provided:
- the passenger depends on the dog;
- an official document is produced certifying the special training of the guide dog;
- the dog is leashed near passenger's legs, has a muzzle and does not sit on a seat during the flight.
